2jzge NA-t cop 7m cps not starting

I'm running a 95 2jzge out of a gs300 in an 86 toyota cressida, bought a wiring harness from wiring specialties, and an emu ecu, no matter the primary and secondary trigger settings (24t or 12t) (even after running a dummy harness to the cps, and yes i tried putting the distributor back in i see the same results) I see 70-150rpms respectively (24t-12t) and cannot get it to fire. i've messed with ignition outputs, injector outputs made them all (1-1) (2-5) (3-3) (4-6) (5-2) (6-4). messed with injector offset, i got the correct dwell time for the msd coils and correct injector cal for the 868 40~lb injectors i'm running. I don't know what else could be wrong except for the ecu. please help.
